Oh, I definitely think there should be accountability across the board as to how the money is being spent. It *certainly* doesn't need to go towards refurbishing some mayor's office! ;D

I haven't read the reports (and if you could provide a link so I could I would be grateful) but I imagine that every single target wouldn't be listed. Perhaps not to give anyone any ideas? I also think that looking at the per capita numbers probably gives a skewed view of the situation. The money isn't being used to protect people on an individual basis, but rather being used to protect groups of people and targets. I don't see how looking at the per capita numbers gives a realistic picture.
